What we’re expecting
The capability comes from Snapdragon Wear Elite's NB-NTN support. Samsung has not confirmed whether it will enable the software at launch.
Samsung hasn't confirmed the watch yet, and SamMobile is reading the chip's spec sheet, not a product announcement. But if the hardware includes it, the Watch Ultra 2 would join a short list of wearables that can reach you when your phone can't.
